# Visão Geral da Reforma Tributária

### Configurações Gerais

##### Contexto e Motivação

<span style="white-space: pre-wrap;">A decisão de </span>**não reutilizar as telas dos impostos atuais**<span style="white-space: pre-wrap;"> foi tomada após análise dos critérios, cenários e incertezas trazidos pela Reforma Tributária.</span>  
<span style="white-space: pre-wrap;">Os tributos </span>**CBS (Contribuição sobre Bens e Serviços)**<span style="white-space: pre-wrap;"> e </span>**IBS (Imposto sobre Bens e Serviços)**<span style="white-space: pre-wrap;"> possuem regras e comportamentos distintos dos tributos vigentes (como PIS, COFINS e ICMS), e os impostos atuais serão descontinuados até </span>**2033**.

<span style="white-space: pre-wrap;">Por esse motivo, optamos por criar </span>**novas telas e cadastros exclusivos**<span style="white-space: pre-wrap;"> para os tributos CBS/IBS, o que proporciona:</span>

- **Separação clara**<span style="white-space: pre-wrap;"> entre os tributos antigos e os novos;</span>
- **Facilidade na implantação e manutenção**<span style="white-space: pre-wrap;"> das regras fiscais;</span>
- **Maior clareza para o suporte e treinamento**, com funcionalidades distintas e independentes.

##### Novo Parâmetro

<span style="white-space: pre-wrap;">Para adequação dos sistemas Ema à </span>**Reforma Tributária**<span style="white-space: pre-wrap;">, foi implementado um novo parâmetro nas configurações de </span>**Matriz/Filial**<span style="white-space: pre-wrap;"> do módulo </span>**Ema ERP**.  
<span style="white-space: pre-wrap;">Esse parâmetro permite o </span>**envio dos novos dados XML da NFe**<span style="white-space: pre-wrap;"> conforme os ajustes exigidos pela legislação.</span>

<span style="white-space: pre-wrap;">Ao </span>**marcar o parâmetro “Gera dados XML NFe referente à reforma tributária”**<span style="white-space: pre-wrap;">, o sistema passa a </span>**enviar os novos campos tributários**<span style="white-space: pre-wrap;"> relacionados à </span>**CBS (Contribuição sobre Bens e Serviços)**<span style="white-space: pre-wrap;"> e </span>**IBS (Imposto sobre Bens e Serviços)**.

<span style="white-space: pre-wrap;">Os seguintes </span>**campos foram incluídos nas operações do ERP, ERPx e BAL (Venda e Compra):**

- **Base de Cálculo**
- **Valor de CBS**
- **Valor de IBS UF**
- **Valor de IBS Municipal**
- **Alíquotas correspondentes**
- **NBS (Localizado na aba NFs-e do cadastro de classificações fiscais)**

<span style="white-space: pre-wrap;">Essas informações serão </span>**gravadas automaticamente**<span style="white-space: pre-wrap;"> nas seguintes operações:</span>

##### Cadastros e Operações Afetadas

- **Cadastro de Classificações Fiscais (NCM):** Criação e Cópia
- **Pedido:**<span style="white-space: pre-wrap;"> Novo, Cópia e Importação via Integração</span>
- **Nota Fiscal de Saída:**<span style="white-space: pre-wrap;"> Nova, Cópia, Faturamento de Pedido e Devolução de Fornecedor</span>
- **Ordem de Compra:**<span style="white-space: pre-wrap;"> Nova e Cópia</span>
- **Nota Fiscal de Entrada:**<span style="white-space: pre-wrap;"> Nova, Faturamento de Ordem de Compra e Devolução de Cliente</span>

Cada uma dessas operações será detalhada em páginas específicas do KB, abordando o comportamento dos novos campos e seus impactos nas rotinas fiscais.

<span style="white-space: pre-wrap;">Essa atualização permite que cada </span>**NCM**<span style="white-space: pre-wrap;"> esteja corretamente vinculada às </span>**Situações Tributárias CBS/IBS**, garantindo o cálculo e envio correto das informações fiscais.

<span style="white-space: pre-wrap;">Com a implementação da </span>**Reforma Tributária**<span style="white-space: pre-wrap;">, foram criadas novas </span>**situações tributárias**<span style="white-space: pre-wrap;"> específicas para os tributos </span>**CBS (Contribuição sobre Bens e Serviços)**<span style="white-space: pre-wrap;"> e </span>**IBS (Imposto sobre Bens e Serviços)**.  
<span style="white-space: pre-wrap;">Essas situações determinam o </span>**comportamento fiscal das operações**<span style="white-space: pre-wrap;"> e são utilizadas nos cadastros de </span>**Tributos**<span style="white-space: pre-wrap;">, </span>**Itens**<span style="white-space: pre-wrap;">, </span>**Pedidos**<span style="white-space: pre-wrap;"> e </span>**Notas Fiscais**.

##### Estrutura do Cadastro

<span style="white-space: pre-wrap;">A tela de </span>**Situação Tributária CBS/IBS**<span style="white-space: pre-wrap;"> contém as seguintes informações principais:</span>

- **Código e Descrição:**<span style="white-space: pre-wrap;"> Identificam a situação tributária no sistema.</span>
- **Tipo de Tributação:**<span style="white-space: pre-wrap;"> Define se a operação é </span>**tributada**<span style="white-space: pre-wrap;">, </span>**isenta**<span style="white-space: pre-wrap;">, </span>**suspensa**<span style="white-space: pre-wrap;"> ou </span>**não tributada**.
- **Origem da Operação:**<span style="white-space: pre-wrap;"> Determina o enquadramento conforme o tipo de operação (interna, interestadual ou de importação).</span>
- **Vinculação de Tributos:**<span style="white-space: pre-wrap;"> Permite associar a situação tributária aos cadastros de </span>**Tributos CBS/IBS**.

##### Integração com o Cadastro de Tributos

<span style="white-space: pre-wrap;">As </span>**situações tributárias CBS/IBS**<span style="white-space: pre-wrap;"> são utilizadas diretamente no </span>**cadastro de Tributos**<span style="white-space: pre-wrap;">, definindo o </span>**comportamento fiscal e a aplicação das alíquotas**<span style="white-space: pre-wrap;"> em cada operação.</span>

Essa vinculação garante:

- Cálculo correto das bases e valores de CBS/IBS;
- Padronização entre as operações de venda, compra e importação;
- Conformidade com as regras da legislação vigente.

##### Cadastro do Item

### Operações

#### **Nota Fiscal de Entrada**

<span style="white-space: pre-wrap;">A operação de Nota Fiscal de Entrada permanece inalterada para o usuário final. No entanto, ao incluir itens com configurações de </span>**Impostos da Reforma Tributária**, as novas informações são gravadas automaticamente no Banco de Dados e serão enviadas à SEFAZ na transmissão da NF-e.

##### Passo a Passo da Operação

> 1. Criar uma nova Nota Fiscal de Entrada com os itens desejados.
> 2. Informar os itens normalmente, sem necessidade de campos adicionais para a Reforma Tributária.
> 3. Transmitir a NF-e.

Em relação a devoluções, realizamos o seguinte questionamento a nossa contabilidade: Foi emitido NFe em 28/12/25 e agora precisa realizar a nota de devolução em 10/01/26 (Ou seja, entrou em vigor as NTs da Reforma tributária ref as alíquotas testes), neste caso como ficam o comportamento do IBC/CBS visto que não teve na venda?

##### Observações / Boas práticas

- <span style="white-space: pre-wrap;">Os campos da Reforma Tributária são gravados no Banco de Dados, mas </span>**não são exibidos na interface da Ordem de Compra**.
- <span style="white-space: pre-wrap;">Ao faturar a Ordem de Compra, essas informações são automaticamente levadas para a </span>**Nota Fiscal de Entrada**.
- Garantir que os itens estejam previamente configurados com os tributos da Reforma Tributária, conforme o cadastro de NCM.

#### **Pedidos**

<span style="white-space: pre-wrap;">A operação de Pedidos permanece inalterada para o usuário final. No entanto, ao incluir itens com configurações de </span>**Impostos da Reforma Tributária**, as novas informações são gravadas automaticamente no Banco de Dados. Essas informações serão posteriormente utilizadas no faturamento e emissão da Nota Fiscal de Saída.

##### Configuração da Nota fiscal de Serviço eletrônica com a reforma tributária

Além das alterações para a emissão da nota de mercadorias, temos também algumas alterações para a emissão da nota fiscal de serviço, vamos mostrar abaixo as informações necessárias que devem ser habilitadas:

**Parâmetro Geral de vendas**

Devemos habilitar o parâmetro abaixo da reforma tributária da NF-e para utilizar o novo recurso da reforma tributária para a NFS-e

**Configuração do NBS para emissão de notas fiscais de serviço**
